PCS to Luke AFB This Fall: BAH Rates, Your PCS Timeline, and How to Decide Between Renting and Buying in the Phoenix West Valley

If you have PCS orders to Luke Air Force Base and you are planning a fall move, I want to welcome you to the Phoenix area. When orders come through, one of the very first decisions on your plate is whether to rent or buy, and the answer depends on your BAH rate, your timeline, and your plans for the next few years. Luke Air Force Base sits in the far West Valley, about twenty miles northwest of downtown Phoenix. It is home to the 56th Fighter Wing, the largest fighter wing in the world and the Air Force's primary active-duty fighter pilot training wing. Around two dozen squadrons operate the F-35A Lightning II and the F-16 Fighting Falcon there, and pilots train over the nearby Barry M. Goldwater Range, a vast swath of Sonoran Desert in southwestern Arizona that is one of the busiest military training ranges in the country, with tens of thousands of sorties flown each year. All of that means one very practical thing for your move: the communities closest to Luke, in places like Glendale, Peoria, Surprise, Litchfield Park, Buckeye, and Goodyear, are home to a huge number of military families who already know exactly what you are going through.
What 2026 BAH Rates Look Like at Luke AFB
Your Basic Allowance for Housing is calculated for the Phoenix military housing area that includes Luke AFB, and it is designed to cover roughly 95 percent of local median housing costs. Here are the 2026 with-dependents rates for a few common pay grades, so you can get a feel for your buying and renting power:
- E-5: about $2,289 per month
- E-6: about $2,457 per month
- E-7: about $2,475 per month
- O-3: about $2,490 per month
- O-4: about $2,646 per month
A few things are worth noting. First, these rates update at the start of each calendar year, so the number on your LES will reflect the current rate. Second, and more importantly, your BAH can be a powerful tool in the buy-versus-rent decision. When you rent, that money pays your landlord's mortgage. When you buy, that same allowance can go toward your own monthly payment, building equity for your family instead of for someone else. In the West Valley there are homes at price points where a BAH-based payment can genuinely work, which is why so many Luke families choose to buy.
Understanding Your PCS Timeline
The typical PCS home-buying window is roughly 90 to 120 days, counting back from your report date. Here is how that timeline usually breaks down so you know when to start each step:
- As soon as orders drop: Start immediately. This is the time to get your Certificate of Eligibility, shop lenders, and get pre-approved for your VA loan. VA pre-approval typically only takes a few business days once your documents are in, so it is very realistic to have it done well before you need to tour homes.
- Roughly 90 days out: Contact a local Realtor and begin talking neighborhoods. I recommend starting about three months before your report date so we have time to explore options without feeling rushed.
- 60 to 90 days out: Start house hunting, whether that is in person or through virtual tours, and shortlist the homes you love.
- 45 to 30 days out: Work through appraisal, underwriting, and closing. For a VA loan, expect roughly 30 to 45 days from accepted offer to closing.
- Before your report date: Close on your home so it is ready for you when you arrive, and check in at base without the stress of house hunting hanging over you.
One benefit worth knowing about: many service members can request house hunting leave, a form of permissive temporary duty of up to about ten days, to secure housing at their new duty station. Combined with a solid plan and the right local support, you can have a home lined up before your household goods even arrive.
Renting vs. Buying on PCS Orders
So which is right for you? The honest answer is that it depends, and there is no shame in either path. Here is how I help my military clients think it through:
- Buy if you expect to be there two years or more. Buying starts to make sense financially when you are not planning another move right away, and it turns your BAH into equity instead of rent.
- Consider renting first if your timeline is short or uncertain. If you are not sure how long you will be at Luke, or you want to explore the area before committing, renting gives you flexibility. Just know that many West Valley rentals near the base lease quickly, so start that search early too.
- Use your VA loan benefit. The VA loan is one of the most valuable benefits of your service, with zero down payment and no private mortgage insurance.
