Down Payment Assistance Programs in Arizona: How to Buy a Home With Less Money Out of Pocket

One of the most common questions I hear from first-time buyers is, "How much money do I really need to buy a home?" And my answer might surprise you. Thanks to down payment assistance programs available here in Arizona, many buyers can purchase a home with well under $1,500 of their own money out of pocket. Some buyers can even get in with zero down. As your Realtor for Life, I want to make sure you know about every resource available to help you become a homeowner.
What Is Down Payment Assistance?
Down payment assistance, or DPA, is a grant or low-interest loan that helps cover your down payment and sometimes your closing costs. These programs come from state housing authorities, local governments, and community organizations. The best part is that many of these programs offer forgivable loans, meaning if you stay in the home for a certain number of years, you never have to pay the assistance back.
Here in Arizona, there are several programs available right now that can make homeownership a reality for buyers who thought it was out of reach. Let me walk you through the main options.
Arizona Home Plus Program
The Home Plus Program is offered statewide through the Arizona Department of Housing and the Arizona Housing Finance Authority. It provides up to 4% of your first mortgage loan amount as a 0% interest, forgivable second mortgage. That assistance is fully forgiven after five years — meaning if you stay in your home for five years, you never pay a dime of it back.
For active-duty military members and veterans, the program offers an extra 1%, bringing the total assistance to up to 5% of the loan amount. The program works with FHA, VA, USDA, and conventional loans, and it can also be paired with a Mortgage Credit Certificate (MCC) for even more savings on your taxes each year.
To qualify, you will generally need a minimum credit score of 620 and your income must fall within certain limits, which vary by county but are typically around $155,000 or less depending on your area and household size.
Pathway to Purchase Program
If you are looking in certain Arizona cities, the Pathway to Purchase program offers up to $20,000 in assistance as a 0% deferred silent second mortgage. This means there are no monthly payments on the assistance loan, and it is only repaid when you sell, refinance, or move out. In Phoenix specifically, the program can provide up to $40,000 in assistance, which is a game-changer for first-time buyers.
This program is designed for first-time home buyers and requires completing a homebuyer education course. It is available in 17 Arizona municipalities, so if you are looking in Phoenix, Mesa, Tempe, or several other Valley cities, this could be an excellent option for you.
Home in Five Advantage — Maricopa County
For buyers purchasing in Maricopa County, the Home in Five Advantage program provides up to 5% of the loan amount in down payment assistance. Teachers, first responders, military members, veterans, and income-qualified buyers can receive an additional 1%, bringing the total to up to 6.5%. That is a significant amount of help, and like other programs, the assistance is structured as a forgivable second mortgage.
Both first-time and repeat buyers can qualify, which makes this program particularly flexible.
VA Loans: Zero Down for Those Who Served
If you are a veteran, active-duty service member, or eligible surviving spouse, the VA loan is one of the most powerful home buying tools available anywhere. It requires zero down payment and no private mortgage insurance. The VA itself does not set a minimum credit score, though individual lenders may have their own requirements. Many of my military buyers use VA loans combined with seller concessions to cover their closing costs, making it possible to buy a home with virtually no cash out of pocket.
FHA Loans and the 3.5% Down Option
FHA loans remain one of the most popular options for first-time buyers because of their flexible qualification standards. With a credit score of 580 or higher, you can put as little as 3.5% down. And the great news is that down payment assistance programs like Home Plus can cover much or all of that 3.5%, meaning your personal cash contribution could be minimal.
I have had buyers walk into closing with a total out-of-pocket cost of less than $1,500 thanks to the combination of an FHA loan and down payment assistance. When people tell me they cannot afford to buy a home, I always say, "Let me show you the numbers first."
Seller Concessions: Let the Seller Help Pay Your Costs
Another powerful tool in your corner is the seller concession. In many transactions, the seller can agree to pay a portion of your closing costs as part of the offer. This could mean thousands of dollars in savings on loan origination fees, title insurance, escrow fees, and prepaid taxes. When combined with down payment assistance, seller concessions can reduce your out-of-pocket cash to nearly nothing.
An Important Note About New Construction Homes
If you are thinking about buying a newly built home, I want to share something important. Before you visit a builder's sales office, please call me first. When you walk into a builder's office on your own, you are registered as an unrepresented buyer, which means you lose the opportunity to have your own Realtor negotiating on your behalf.
