PCS to Luke AFB: Using Your VA Loan to Buy New Construction in the West Valley
By Susan Nevel, REALTOR · AZ & Associates
If you have PCS orders to Luke Air Force Base, welcome to Arizona. I am Susan Nevel, and I have helped military families move to the Phoenix West Valley since 2002. One smart move many make is buying a brand-new home with their VA loan in the master-planned communities growing around the base. Here is how it works, what your 2026 BAH can do for you, and the one step to take before you visit a builder. I want to be your Realtor for Life, before, during, and after your move.
First, a Little About Luke AFB
Luke Air Force Base sits in Glendale, about twenty miles northwest of downtown Phoenix. It is home to the 56th Fighter Wing, the largest fighter wing in the U.S. Air Force and the primary active-duty fighter pilot training wing, flying the F-35A Lightning II and the F-16 Fighting Falcon. Pilots train over the Barry M. Goldwater Range, a vast Sonoran Desert training range in southwestern Arizona.
That mission supports a large military community across Surprise, Peoria, Glendale, Buckeye, and Goodyear, and it has fueled steady new construction. New builds give you a builder warranty, a modern floor plan, and energy-efficient construction, with a commute that keeps your reporting time short.
Your 2026 BAH at Luke AFB
Your Basic Allowance for Housing is set for the Phoenix military housing area that includes Luke, and it is designed to cover roughly 95 percent of typical local housing costs. These are the 2026 with-dependents rates for common pay grades:
- E-5: about $2,289 per month
- E-6: about $2,457 per month
- E-7: about $2,475 per month
- O-3: about $2,490 per month
- O-4: about $2,646 per month
Rates update each January, so check your LES for your exact figure. When you rent, your BAH pays a landlord's mortgage. When you buy, it goes toward your own payment and builds equity for your family.
Why a VA Loan and a New Build Work So Well Together
The VA loan was made for stories like yours: zero down payment, no private mortgage insurance, and a funding fee that can often be financed into the loan. You can use it on new construction, finished or still being built. A few things to know:
- Builder incentives are common. The builder can pay many of your closing costs.
- There is a cap on extras. Beyond customary closing costs, concessions like a credit toward the VA funding fee or a temporary rate buydown are limited to 4 percent of the home's appraised value, so we review every incentive together.
- A VA appraisal is required even on new builds. For a home under construction, the appraisal is done against the plans, with a final inspection once it is finished.
Always Call Me Before You Visit a Builder
Here is the most important tip: contact me before you visit any model home in the West Valley. The sales representative at the builder's office works for the builder, not for you. Builders require your agent to register you on your first visit. If you register yourself, the builder may refuse to pay your agent's commission or recognize your representation.
That single visit can erase your representation for the whole purchase, including the price, upgrades, incentives, and closing terms. I have resources and trusted local lender relationships that help my buyers get the best deal on new builds, but they only work if we register you together from the start. Let me be by your side from visit one.
Making It Fit Your PCS Timeline
New construction can fit your PCS timeline if we start early. As soon as orders drop, get your Certificate of Eligibility and pre-approval, then call me so we can match communities to your commute, your BAH, and your report date. Builders release homes in phases, so we can time construction to your move. If you are still at your current duty station, I do live virtual tours and guide you through every step remotely.
Why a Knowledgeable Local Realtor Matters
You are already packing boxes and managing movers and a report date. Adding unfamiliar builder contracts and incentive paperwork is a lot. I know the West Valley communities around Luke inside and out, I have worked with military families for more than two decades, and I am hands-on from start to finish. Being your Realtor for Life is not just my brand, it is how I work.
